Alan's Work and Educational Experience
Education
- Born, raised and K-12 education in Westport, Connecticut.
- Tufts University--BS in Physics, Tufts Weekly (newspaper) editor, and elected
to Phi Beta Kappa.
- University of Wisconsin--MS and "all but dissertation" in Physics,
working as a teaching assistant and then as a research assistant in the Space
Physics Laboratory (researching soft x-rays from space, including two Tomahawk
rocket payloads with x-ray detectors)
- University of Minnesota School of Public Affairs (now Humphrey Institute)--coursework,
teaching assistantship, and professional internship in Washington DC, learning
policy analysis, statistics and economics.
- Numerous educational and management seminars, on topics including supervision,
executive leadership, knowledge management, programming and web development,
and diversity with harmony.
Work Experience
- US National Commission on Materials Policy intern, including writing the
Commission Report chapter on recycling. (yes, really)
- US Environmental Protection Agency Resource Recovery Division, including
being project officer and key author for a technical assistance guide for
municipal officials called Resource Recovery Plant Implementation. The division
promoted energy and materials recovery facilities around the US, including
Minnesota.
- US General Accounting Office (now General Accountability Office). Supervisory
Physicist and policy auditor of various federal energy activities, including
oil pipeline regulation by the Federal Power Commission (now FERC) and oil
and gas production on the Outer Continental Shelf by the Department of the
Interior.
- Minnesota State Planning Agency--director of a Solid and Hazardous Waste
Study for the Minnesota Legislature that became the basis for a new Waste
Management Board and a hazardous waste facility siting process.
- Minnesota Waste Management Board--Research and Policy Director, managing
the development of a State Hazardous Waste Management Plan and supporting
the siting function of the Board.
- Alan Shilepsky Consulting Inc., an independent computer consultant specializing
in developing and maintaining databases for national and local corporations
and small businesses.
- Red Wing Technologies Inc., doing business and market analysis for companies
in the industrial sensing and automation industry, information infrastructure
support, and prototyping of technology to allow frail seniors to live independently
longer using a wireless sensor network to identify possible health emergencies
or changes in Activities of Daily Living. (currently on unpaid leave of absence
from RWT for the State Rep campaign)
